This book was first published in 2001. Since then, a large number of previously inaccessible archive documents have been declassified. Hundreds of new works have been published containing numerous original and deep ideas, evaluations and arguments on various aspects of Soviet ethnic policy. In this connection, an idea emerged to substantially upgrade the old publication using newly discovered facts and the recent achievements in historical sciences.
While conducting a radical revision of the old text, the author has not only clarified many points and eliminated the flaws which had slipped into the text, but also substantially amended the content with new subjects and reinterpreted a whole number of previous conclusions. At the same time everything possible has been done for the new version of Stalin’s Secret Policy to be as accessible and interesting as possible to a broad range of readers who are not indifferent to the tragic yet wonderful recent past of our country. In a sense, this monograph is the academic response to Aleksandr Solzhenitsyn’s two-volume book: Two Hundred Years Together
