It is beyond the scope of this paper to provide a detailed analysis of all recent U.S. foreign policy - chronologically, it is limited to 1937 and 1938. Usually three different aspects of U.S. foreign policy are defined: European policy, Far Eastern policy, and U.S. policy toward Latin American countries. The latter aspect is completely left out of this paper and only to the most minimal extent is the Far Eastern policy of the United States addressed. The whole work is mainly devoted to the European policy of the United States in 1937-1938, and not to the European policy in general in these years, but to the policy of the ruling circles of America on the issue of the Munich betrayal. The question of the position of the European powers during the Munich crisis is also not dealt with in detail in this work, as it is sufficiently disclosed in Soviet official documents and in a number of works by Soviet historians. For a full coverage of the main issue investigated in this work, the question of the role of the United States in the preparation of the Munich conspiracy with the Nazi aggressors, however, had to dwell on some previous moments of American foreign policy. This is important in order to show more fully that the American ruling circles bear no less responsibility for the Munich conspiracy with Hitler than the rulers of England and France.
